Retail Grant Competition Aims to Repopulate 5th Street Arcades in Downtown Cleveland

CLEVELAND, Ohio -- A small-business grant program that has fostered retailers and restaurants in several Cleveland neighborhoods is popping up downtown, as part of an effort to fill rows of empty storefronts in a pair of historic arcades.
